新一年開始，便發生令人悲憤的事情：因在網上撰文批評政府於2007年3月被重判六年、期後於2010年6月因在獄中罹患運動神經元疾病而「保外就醫」的浙江作家張建紅（筆名力虹），不幸於2010年12月31日病重辭世，享年52歲。力虹是中國政府製造文字獄的典型悲劇。

毒奶粉受害家長趙連海原來堅決表明不承認為兒子及被強暴的女訪民李蕊蕊維權而被控「尋釁滋事罪」，中國政府卻為了面子，威迫力誘趙連海接受「保外就醫」，完全漠視法治。劉曉波獲頒諾貝爾和平獎後，中國政府用盡所有辦法不讓劉曉波的家人及朋友出境為他領獎，更軟禁劉曉波妻子劉霞，斷絕她與外界的聯繫。

北京法律學者、家庭教會領袖范亞峰博士於2010年12月9日被公安國保人員帶走 ，家裡和他帶領的聖山研究所被查抄 ，至今音訊全無。北京中國政法大學講師、前律師滕彪於12月23日在探訪范亞峰母親期間，遭公安國保人員強行帶走，問話期間遭暴力對待，公安人員並出言恐嚇對其不利。12月29日，兩名北京律師畢文強和楊在明在江蘇鎮江代理一宗拆遷案時遭拆遷人員毆打。 另外，北京維權律師江天勇於在四個月內四次被國保惡意用強力膠水堵塞家門門鎖。北京維權律師高智晟失蹤一年多後，於2010年3月底短暫出現後，4月中之後再次失蹤。山東失明「赤腳律師」陳光誠2010年9月9日因莫須有罪名刑滿出獄之後，與家人一直被軟禁家中。

此外，仍有多位著名維權人士身繫獄中，包括：因撰寫文章批評中國政府耗費龐大支出舉辦北京奧運而被判刑三年六個月的北京維權人士胡佳；因揭發四川地震「豆腐渣」工程被判刑五年的維權人士譚作人；被香港入境處無理送回中國內地而期後被重判九年的八九學運領袖周勇軍；因使用其雅虎電郵轉發一份關於中國政府限制海外民運人士於「六四」十五周年回國的文件而被重判十年的湖南記者師濤；因撰文批評政府而被逮捕的四川作家劉賢斌等等。

除了打壓異見人士，中國政府又對宗教群體進行更多控制。中國天主教官方教會在2010年11月底在沒有知會梵蒂岡的情況下，強行非法祝聖河北承德教區主教，期後又威迫利誘全國獲教廷認可的主教出席於12月7日舉行、與羅馬天主教教義不相容的第八次全國天主教代表大會。

這些侵犯人權的案例只是冰山一角，中國政府加強對維權人士的打壓，以及對宗教群體的操控，目的明顯是製造「白色恐怖」，意圖禁絕一切異見聲音，企圖以高壓手段鞏固極權統治。

我們對這些嚴重侵犯人權的做法予以強烈譴責！
我們要求中國政府立即停止一切打壓異見人士的行動！
我們要求中國政府必須尊重中國憲法保障公民的言論自由及宗教自由！

今天（12月25日）本是普天同慶的節日，但北京異見作家劉曉波先生因撰寫批評時政文章，起草及聯署《零八憲章》，於2008年12月8日被捕，去年今日被重判11年，剝奪政治權利2年，罪名是「煽動顛覆國家政權罪」。「煽動顛覆國家政權罪」是中國政府最常用作打擊異見人士的罪名之一。劉曉波和其他在囚異見人士，都是根據《憲法》第35條，行使所有中國公民應該享有的言論和出版權利而發表言論，卻被以莫須有的罪名拘捕、審訊和判刑。我們強烈要求中國政府立即釋放劉曉波及所有良心犯。

今年10月8日，劉曉波先生榮獲本年度諾貝爾和平獎。當舉世為他慶賀時，劉曉波仍被囚禁在冰冷的遼寧錦州監獄，其妻子劉霞更被非法軟禁，阻截她與外界的聯繫。即使遠在南方鄉間休養的「天安門母親」丁子霖及其丈夫蔣培坤，同樣受到嚴密監控，與外界的一切通訊聯絡兩個多月，包括電話、手機、互聯網均被中國政府切斷，至近日才獲准返回北京。

據悉，丁子霖女士在與無錫公安系統及北京國安部派出的代表交涉過程中，因與國安發生爭執不幸摔倒而被送往醫院，經醫生檢查她得了腦震盪，她當時甚至曾經一度失去記憶。我們十分關注丁子霖女士的身體狀況，並已寄出聖誕咭向她表示慰問，希望丁子霖女士回京後得以安心治療。

我們對劉曉波等在囚異見人士表示敬意，祝願他們早日獲釋。我們要求中國政府立即釋放劉曉波及所有良心犯，停止監控劉霞，平反八九民運，追究鎮壓責任，結束一黨專政，開放黨禁，建立民主體制，尊重人權，這才是和諧社會的基礎，這才是汲取歷史的教訓。

我們對於獲邀出席頒獎禮深感榮幸，但我們對劉曉波及其妻子劉霞無法親自出席頒獎禮表示非常遺憾，我們亦對中國政府繼續抹黑劉曉波與諾貝爾委員會表示憤怒，中國政府的做法完全欠缺風度，有失外交禮節。我們出席頒獎禮，以行動繼續支持劉曉波及所有內地維權人士，繼續以和平方式爭取民主改革和推動法治。

Statement and Schedule in Oslo: Hong Kong Representatives Attend Nobel Peace Prize Ceremony

Mr. LEE Cheuk Yan, vice-chairman of Hong Kong Alliance in Support of Patriotic Democratic Movements of China, Mr. Albert Chun-yan HO, secretary of the Alliance and chairman of China Human Rights Lawyers Concern Group, Ms. Emily Wai-hing LAU, vice-chairperson of China Human Rights Lawyers Concern Group, and Mr. Patrick Kar-wai POON, vice-president of Independent Chinese PEN Centre and executive secretary of China Human Rights Lawyers Concern Group, are leaving for Oslo on 8 December evening (Wednesday) (arriving in Oslo at around 9am on 9 December, [HK Time: around 5pm on 9 December) to attend the Nobel Peace Prize ceremony on 10 December to support Beijing writer Dr. Liu Xiaobo who is still in prison and can’t go to Oslo to receive the award.

We feel very honoured to be invited to attend the award ceremony, but we also deeply regret that Liu Xiaobo and his wife Liu Xia cannot go to Oslo to receive the award in person. We also feel very angry with the Chinese government’s continuous attack on Liu Xiaobo and the Nobel Committee. The Chinese government’s action is very improper in diplomatic hospitality. We are attending the ceremony as a continuous support to Liu Xiaobo and other Chinese human rights defenders for their continuous efforts to peacefully demand democratic reform and the rule of law.

The Norwegian Nobel Committee will hold the Nobel Peace Prize award ceremony on 10 December 2010. However, laureate Dr. Liu Xiaobo and his family members cannot go to Oslo to attend the ceremony. In fact, since the Nobel Committee announced to give this year’s Nobel Peace Prize to Beijing dissident writer Dr. Liu Xiaobo, his wife Liu Xia was almost immediately under house arrest. His family members, Liu Xiaobo’s best friends and a number of human rights defenders and lawyers were restricted from leaving China. Nothing like this has ever happened in the history of the Nobel Peace Prize for more than a hundred years.

We emphasize that Liu Xiaobo has all along been demanding democratic reform, freedom of speech , the rule of law and human rights in a peaceful manner since the pro-democracy movement in 1989 which is completely in line with the standards of the Nobel Peace Prize and the Nobel Committee also pointed out this in its congratulatory note. However, the Chinese government has been exploiting its diplomatic pressure to threaten other countries not to send representatives to attend the award ceremony as well as curbing the freedom of speech in China, depriving the 1.3 billion Chinese people the right to receive information about the first Chinese laureate of Nobel Peace Prize. The Chinese government has even gone further to continue to badmouth Liu Xiaobo. All these show to the international community how repressive and arrogant the Chinese government is and they prove to the world how meaningful it is for the Nobel Committee to give the award to Liu Xiaobo.

Liu Xiaobo took part in co-drafting and co-signing the “Charter 08”, demanding that China should undertake political reform, push forward the rule of law and protect basic human rights, which followed the requirements in the PRC Constitution and the two major international human rights covenants. However, the Chinese government not only didn’t take this opportunity to improve its governance and lead China to develop towards the direction of a civilized big country, but it exerted further crackdowns on dissidents, making it difficult to fulfill Liu Xiaobo’s wish in his defense statement “My Last Statement” in which he said he hoped that he would be “the last victim of China’s endless imprisonment of dissidents.”

However, we are like Liu Xiaobo who is still being imprisoned. We will never give up our hope for a democratic China and our determination for demanding democracy, human rights, the rule of law and freedom. After Liu Xiaobo came to know that he was given the award, he said that the Nobel Peace Prize was the glory for all the human rights defenders who have been demanding democracy, human rights and the rule of law in a peaceful manner. Therefore,we strongly demand that the Chinese government should immediately release Nobel Peace Prize laureate Liu Xiaobo and other prisoners of conscience and stop cracking down on dissidents. We support Chinese citizens’ right to promote the “Charter 08”; we support Liu Xiaobo to receive the Nobel Peace Prize and we demand the Chinese government should immediately stop restricting the freedom of movements of Liu Xia and other human rights defenders after Liu Xiaobo was given the award.
